The new regulation would establish a four-star system for rating products’ effectiveness against UVA rays. Ratings would be derived from tests that measure a product's ability to reduce the amount of UVA radiation that passes through it and to prevent tanning.

The rules would also ban the use of misleading terms such as “sunblock” and “all-day protection” from labels, and require a “Warnings" statement in the "Drug Facts" box. Since the regulation was proposed almost three years ago, the FDA has received and investigated more than 3,000 comments from citizens, advocacy groups, and corporations.
